It means bring them back from the dead or resurrect them in some way - hence the request that they aren't among the living at the end of DH.

It can be someone like Seamus - who isn't specifically listed among the living and isn't in the epilogue. Or it can be someone like Colin or Fred or Hedwig that we see die.
